文告:债留子孙,后患无穷

莱纳斯即将设置在格宾(Gebeng)工业区的稀土提炼厂因被揭露含有危害居民的辐射废料而导致居民的忧虑。成千上万各族民众在二月二十六日聚集在一起反对该设厂计划。《绿色聚会2.0》不单发生在关丹,同时也在全马各地进行,人民的这项动作已给予了执政者一个明确的信息——人民不要这个国家变成辐射废料收集站。

有人指出莱纳斯的稀土厂将为国家带来收入,对此,本人不宜置评。此外,此工厂只带来350个就业机会,在加上,获得政府提供的12年免税有待。对于这家会产生大量辐射废料的稀土厂,我们如获至宝,甚至还给予了免税有待。因为这家工厂预估将在开始操作的首一年为国家带来上亿令吉的收入。然而,执政者却为考量到这项免税有待是一项『先甜后苦,债留子孙』的政策。

当国家开始涉入辐射原料的生产过程时,在未设厂和发出准证前需进行全面性的调查研究,因为只需一次涉及辐射废料的意外就可导致永久和严重的灾害。红泥山事件的惨况还历历在目,至今已发生了8宗白血球过多症和7宗死亡个案。尽管该地点已在1992年关闭使用,可是清理废料的工作延续至今(已近20年),整个清理工程耗资3亿令吉。难道我们未能从过去的错误中吸取教训吗?
莱纳斯稀土厂半径5公里内的主要工厂
莱纳斯稀土厂四周已建有大量工厂,比如巴斯夫马来西亚国油化学私人有限公司(BASF Petronas Chemical)、英国石油化学(马)有限公司(BP Chemicals (Malaysia) Sdn. Bhd)、格雷斯化工(马)有限公司(W.R Grace Speciality Chemicals (Malaysia) Sdn. Bhd)、钟渊化学有限公司(Kaneka Innovative Fibers Sdn. Bhd)、嘉吉油棕产品(Cargill Palm Products)等等。前述工厂生产各种的消费产品,包括婴儿纸尿片、卫生巾、水果饮料、矿泉水、灯管、护发产品、动物饲料等等。执政当局以和为由允许一家会产生高度危险废料的工厂设置在这些工厂附近呢?在关丹海岸进行捕鱼作业的309名渔夫的生计往后何去何从?关丹是我国其中几个渔业最蓬勃的区域,倘若发生辐射废料泄漏,这将会带给当地渔业如何严重的影响呢?

此外,是否在面对这家稀土厂可能对自身工人造成的隐忧时,这些工厂业者皆敢怒而不敢言呢?如果发生任何辐射泄漏意外,难道业者们不曾计算它将会给工人和所生产的产品所带来的影响吗?是否到时联邦政府和州政府准备大规模树上所有临近工厂,就如同澳洲政府所设的最基本要求呢?
莱纳斯半径40公里内的主要市镇
如果国际氰化物管理协会(International Cyanide Management Institute,ICMI)已经阐明使用山埃作为提炼媒介的工业必须远离居住环境至少十公里,为何比山埃还要危险的稀土提炼厂却离开住有16700人的巴洛(Balok)镇只有两公里呢?我们是否可对这家会产生各种重金属的稀土提炼厂视而不见,祈祷巴洛居民会平安无事呢?以日本福岛所进行的大规模疏散为例,在格宾以南的半径40公里内,如果发生辐射泄漏,受影响的居民将包括关丹、格宾、珍拉丁(Cherating),甚至涵盖了登嘉楼的甘马挽(Kemaman),涉及的人口高达80至90万,只在关丹范围内,人口为60至70万。我们是否已做好准备面对这种可能性?要如何对这一百万名居民进行疏散工作呢?

首相表示,政府为了要确保人民的安全,并宣布会指示莱纳斯把废料转移至其他更远的地点,尽管如此,如果执政者和首相没有诚意确保人民性命的安慰,莱纳斯稀土提炼厂根本就不应该存在与马来西亚的土地上。

    I have to disagree with you on this Lynas issue. I support Lynas based on the scientific facts, not the political belief.

    you may agree or disagree with my statement. And you have put two conditions prior to your "I agree" statement.

    In fact, nuclear plant is safe if you can handle it right. Rare earth refinery plant is safe if it comply to the standard and regulation.

    You want the scientific facts? I can discuss with you based on air bound radiation equestions and coefficients. The reality is the human factor, not any scientific factor.

      There are PR politicians and CAP President using thorium long half-life to say thorium radioactive radiation is more dangerous than nuclear reactor.

      Anyone who passing Form Six physics will disagree with our PR politicians and CAP president.

      I have put all myths from anti-Lynas activists in my blog, no point to repost here.

    1. You should protest against Bangi nuclear reactor first, not Lynas rare earth which was operating in Klang Valley for 30 year.

    2. There is another irresponsible myth to equate Lynas rara earth plant with a nuclear reactor.

      You may be able to cheat orang kampong, but not educated voters in the cities.

    3. Did the government already did the risk assessment? What is the result? Then, what is the risk management system and contingency plan??? Sorry, so far I'm not sure, but I'm very sure that is how to dispose the waste still yet to be confirm. How can the government could allow the Lynas to build up the plant and nearly to completed (95%) without solution to dispose of the waste yet?

    And for Mr. NK Khoo, do you realize that they do not even publish the DEIA yet. And now they are ready to start the operation on June. Ridiculous? No?

  5. Do you people see EIA reports for furniture factories in Bakri? How about Bosch photovoltacis in Penang?

    Photovoltaics manufacturing processes are not green and pollution free, more than ten types of toxic chemical compounds are used and produced several by-products like cadmium compounds, hydrogen chloride, trichlorosilane, carbon tetrachloride, hydrofluoric acid, nitric acid, hydrogen fluoride, sodium hydroxide, etc.

    Similar problem occurs in every corner and nook in Malaysia for lack of enforcement in environment law.

    YB Er, I heard tons of complaints about radioactive leakage and risk in Lynas Kuantan which are unfounded.

    Have you mentioned the radioactive level in Bukiut Merah is 50 times different with Lynas Kuantan?

    Tell me airborne radiation level in Kuantan is better or worst than Muar since AELB already installed meters in Kuantan.

    We can protest against Lynas, but not on unfounded and absurd scientific reasons?

    Some people asked how to guarantee zero uranium in the water around Kuantan? The reality is no natural water is free from uranium.
